Only if the grading is fixed at the same time. The finished surface is sealed, so water runs off it rather than through it, and standing water is almost always a base and pitch problem underneath. We regrade and compact so the water has somewhere to go, then surface it. Skipping that step just puts a new finish over the same puddle.
